UAE Golden Visa Guide 2026: Categories, Requirements and Costs

The UAE Golden Visa is a long-term residence permit, valid for five or ten years and renewable, that does not need an employer or a local sponsor. It is open to property investors, business investors, entrepreneurs, people with exceptional talent, top students, and people recognized for humanitarian or frontline work.

The best-known route is property: a home or portfolio in the UAE bought for at least AED 2 million (about US$545,000 at the pegged rate of AED 3.6725 per dollar). In Dubai, the Land Department lists total government fees of about AED 9,885 for a property investor's 10-year permit, and a processing time of 7 to 10 business days once the file is complete.

This guide explains each category, what the property route really requires, how family sponsorship works, and why a Golden Visa does not settle your tax position on its own. Figures are as of October 2026.

Key takeaways

  • The Golden Visa is a renewable 5- or 10-year residence visa with no sponsor, and holders can stay outside the UAE for longer than the six months that ends a normal residence visa.
  • Investors qualify with at least AED 2 million in UAE property, in approved public investments, or in a business, according to the federal government portal.
  • Other categories cover entrepreneurs, exceptional talents and specialists, outstanding students, and humanitarian pioneers and frontline workers.
  • In Dubai, a property investor's 10-year permit costs about AED 9,885 in government fees, with separate fees for each family member.
  • The visa is a residence status, not citizenship. Tax residence in the UAE follows separate rules and does not end tax residence elsewhere.

What the UAE Golden Visa is

The UAE set up the long-term residence system by a 2018 cabinet resolution, launched it in 2019 and broadened it in 2022. Applications go to the Federal Authority for Identity, Citizenship, Customs and Port Security (ICP) or, for Dubai, to the General Directorate of Residency and Foreigners Affairs (GDRFA). The UAE government portal lists the main benefits:

  • A long-term, renewable residence visa valid for 5 or 10 years.
  • No need for an employer or other sponsor.
  • The right to stay outside the UAE for more than the usual six months without losing the visa.
  • The right to sponsor family members, including spouses and children.

The visa is renewable as long as the holder still meets the conditions of the category. It does not lead to UAE citizenship, which is granted only in rare cases by nomination.

The property route: AED 2 million in real estate

Property is the most common route for foreigners who do not work in the UAE. Dubai's rules are set out on the Dubai Land Department (DLD) service page:

  • The property must have a purchase value of at least AED 2 million at the time of purchase.
  • It must be wholly owned by the applicant in their own name. The investor can own one or more properties to reach the total.
  • A mortgaged property can qualify. The applicant submits a no-objection letter from the lending bank stating the amount paid and the balance outstanding.
  • The applicant must be inside the UAE and attend in person. Representatives cannot apply on the applicant's behalf.
  • The DLD lists a 10-year renewable residence permit and a processing time of 7 to 10 business days.

Note the difference between sources. The u.ae summary page still lists real estate investment under a five-year validity, but the ICP's Golden Residency guide, from the federal authority that issues the permits, gives 10 years for real estate investors, as does the DLD page for Dubai. Rules on joint ownership, off-plan purchases and properties held through companies also vary by emirate and over time. Buyers often confirm these points with the relevant land department before signing.

Dubai fees for a property investor

The DLD lists these government fees for the main investor:

ItemFee (AED)
Medical examination700
Emirates ID, 10 years1,153
Residence permit confirmation, 10 years2,856.75
Dubai Land Department fees4,020
Administrative fees1,155
Total for the investor9,884.75

Family members cost extra. The DLD lists AED 5,774.50 for a 10-year family residence permit, plus AED 318.75 to open a sponsorship file, and AED 5,774.50 for each parent's 10-year permit. Each additional sponsored person adds AED 100. Medical tests, health insurance and attested documents such as marriage and birth certificates are also needed.

Public investment and business owners

The federal portal groups public investment with property under the investor category. The core test is minimum capital of AED 2 million, through an approved investment such as a deposit in a recognized investment fund or capital in a UAE company, or ownership of a business that pays at least AED 250,000 a year in taxes to the government. These routes typically need proof from the relevant authority, such as a fund manager letter or company documents, and the investment must be maintained to renew.

Entrepreneurs

Entrepreneurs qualify with an innovative or technical project. The portal lists three core documents: proof of the project, documents showing its value, and a letter from a business incubator or relevant authority in the emirate. Founders who have already built and sold a successful company may also qualify under this category. Five-year validity applies.

Talent, specialists and outstanding students

The talent category is broad. It covers doctors, scientists, inventors, creative professionals in culture and the arts, executives, athletes, PhD holders and specialists in priority fields of science and engineering. Each subcategory has its own evidence, such as recommendation letters, years of practical experience or accredited degrees. Creatives, for example, can seek a recommendation through the Ministry of Culture.

Under the 2022 residency rules, skilled professionals generally need a valid UAE work permit and employment contract in a high-skill occupation, a bachelor's degree or equivalent, and a monthly salary of at least AED 30,000, according to the ICP guide. Degree certificates usually need attestation or an equivalency certificate.

Outstanding students qualify on academic results. High school top achievers receive five years, and top university students or graduates receive ten years, with certificates of excellence and recommendation letters from the school or university.

Humanitarian pioneers and frontline heroes

This category recognizes people who made notable humanitarian contributions or served on the front line, for example during the COVID-19 pandemic. Applicants provide certificates of appreciation, records of their humanitarian contribution, or proof of at least five years of service. The visa is valid for ten years.

How to apply

The process depends on the emirate and the category, but it usually follows these steps:

  1. Check eligibility on the ICP smart services platform, or with GDRFA Dubai for Dubai residents.
  2. Gather the category evidence: title deeds, bank letters, company documents, employment contracts or academic records.
  3. For property in Dubai, apply in person through the DLD's Golden Visa service with the title deed or e-certificate of title.
  4. Complete the medical examination and Emirates ID biometrics.
  5. Pay the fees and receive the residence permit, then apply to sponsor family members.

Applicants already in the UAE on another visa can usually change status inside the country. Those outside the UAE may first receive an entry permit to complete the process.

The Golden Visa and tax residency

The UAE does not levy personal income tax. Businesses pay a 9% federal corporate tax on taxable profits above AED 375,000. This is why the Golden Visa attracts people who are reviewing their tax residency as digital nomads, but the visa itself is only an immigration status.

Under Cabinet Decision 85 of 2022, an individual is generally a UAE tax resident if their main home and center of interests are in the UAE, if they spend at least 183 days there in a 12-month period, or if they spend at least 90 days there and hold residence or citizenship and a permanent home or job in the UAE. A UAE tax residency certificate depends on meeting these tests, not on holding a Golden Visa. Our guide to UAE freelance visas and tax residency certificates covers that process.

Leaving your current tax system is a separate question. It depends on your home country's residence tests, exit rules and treaty position, as our analysis of whether tax-free Dubai is the only option for British expats shows. Frequently asked questions

How much does the UAE Golden Visa cost?

The investment routes need at least AED 2 million. On top of that, Dubai's Land Department lists about AED 9,885 in government fees for a property investor's 10-year permit, plus about AED 5,775 for each family member's permit and extra costs for medical tests, insurance and document attestation.

Can I get a UAE Golden Visa with a mortgaged property?

In Dubai, yes. The DLD accepts mortgaged property if the applicant provides a no-objection letter from the bank showing the amount paid and the outstanding balance. Lenders and land departments may set extra conditions.

Do I need to live in the UAE to keep a Golden Visa?

No minimum stay applies in the usual way. The federal portal says holders can stay outside the UAE for more than the six months that normally cancels a residence visa. Tax residence, however, depends on actual days and ties.

Can a Golden Visa holder sponsor parents?

Yes. Dubai's Land Department lists a separate 10-year residence permit for each parent, at AED 5,774.50 in government fees, in addition to spouse and children permits.

Does the UAE Golden Visa lead to citizenship?

No. The Golden Visa is a renewable residence permit. UAE citizenship for foreigners is granted only in limited cases by nomination, not by application after a set number of years.
