UAE Freelance Visas and Tax Residency Certificates Explained

The UAE attracts freelancers for two reasons: there is no personal income tax, and there are several legal routes to live there while working for yourself. A UAE freelance visa usually means a residence visa tied to a freelance permit, a self-employment license or a self-sponsored residence category such as the green visa.

Living in the UAE is not the same as being a UAE tax resident in the eyes of other countries. Since March 2023, the UAE has had formal tax residency rules for individuals, and the Federal Tax Authority (FTA) issues Tax Residency Certificates (TRCs) to people who meet them. Many freelancers need a certificate to claim treaty relief, satisfy a bank or show a former home country that they have moved.

This guide covers the main residence routes for freelancers, how UAE corporate tax can apply to self-employed people, how the tax residency tests work and how the TRC process runs, as of October 2026.

Key takeaways

  • Freelancers usually live in the UAE through a free zone freelance permit with a residence visa, a self-employment permit with a green visa, or a remote work visa if they are employed abroad.
  • The UAE has no personal income tax, but individuals running a business can fall under the 9% corporate tax once business turnover exceeds AED 1 million in a year.
  • A person is UAE tax resident if they meet one of three tests: a primary residence and center of interests in the UAE, 183 days of presence, or 90 days of presence plus further links.
  • The FTA issues TRCs online. For an individual without a corporate tax registration, the fees are AED 50 to submit and AED 1,000 for the certificate.
  • A UAE TRC does not by itself end tax residence in another country. That depends on the other country's rules and any tax treaty.

Residence routes for freelancers in the UAE

The UAE offers several ways for self-employed people to hold a residence visa. They differ in who issues the permit, how long the visa lasts and what work it allows.

Free zone freelance permits

Many UAE free zones issue freelance permits or single-person licenses in creative, media, education, technology and consulting fields. The free zone usually sponsors the residence visa, and the permit lists the activities the holder may carry out. Costs, allowed activities and rules on working with clients on the mainland differ from one free zone to another, so the free zone's own terms are the reference.

The green visa for freelancers

The UAE government portal describes the green visa as a renewable, self-sponsored residence visa valid for five years, with freelancers and self-employed people among the eligible categories. Holders can sponsor family members, including spouses and children. The detailed requirements, published by the federal residence authority, include holding a self-employment or freelance permit and meeting conditions on education and on income or financial solvency.

The remote work visa

People employed by a company outside the UAE can apply for a one-year remote work visa. According to the government portal's remote work page, applicants need health insurance, a medical fitness test, proof of work outside the UAE and a salary certificate showing at least US$3,500. This route suits employees rather than freelancers with their own clients.

For investors and specialists, the longer-term options are covered in our UAE golden visa guide.

Personal income tax and corporate tax for freelancers

The UAE does not tax individuals on employment income, personal investment income or personal real estate income. PwC's UAE tax summary states plainly that there is currently no personal income tax in the country.

Business income is different. Since corporate tax took effect for financial years starting on or after June 1, 2023, a natural person who conducts a business in the UAE falls within corporate tax if total business turnover exceeds AED 1 million in a calendar year. Wages, personal investment income and real estate investment income do not count toward that turnover.

For those within scope, the main corporate tax rules are:

  • 0% on taxable income up to AED 375,000.
  • 9% on taxable income above AED 375,000.
  • Small Business Relief, which lets a resident person elect to be treated as having no taxable income if revenue stays at or below AED 3 million in the relevant and previous tax periods. PwC notes that this relief runs until December 31, 2026.

VAT is separate. Businesses must generally register for VAT once taxable supplies exceed AED 375,000 in a 12-month period, and the place-of-supply rules decide whether services to foreign clients are taxed.

Free zone companies can access a 0% rate on qualifying income if they meet substance and other conditions, but that regime applies to legal entities rather than to individual freelancers. Our guide to special economic zones for entrepreneurs explains how free zones fit into the wider picture.

UAE tax residency rules for individuals

Cabinet Decision No. 85 of 2022, effective from March 1, 2023, set out when an individual is a UAE tax resident. According to PwC's residence summary, a person is resident if they meet any one of three tests.

TestWhat it requires
Primary residenceThe person's usual or primary place of residence and center of financial and personal interests are in the UAE
183 daysPhysical presence in the UAE for 183 days or more in any consecutive 12-month period
90 days plus linksPhysical presence for 90 days or more in a consecutive 12-month period, plus UAE or GCC nationality or a valid UAE residence permit, and a permanent place of residence or a job or business in the UAE

The 90-day test matters for freelancers who travel often. A resident visa holder with a home or business in the UAE can meet it with far fewer days than the 183-day test requires. Days are counted from official entry and exit records, so keeping a personal day log that matches them is useful. Our guide on how to track days for tax residency explains common methods.

How to get a UAE Tax Residency Certificate

The FTA handles TRC applications through its EmaraTax platform, which requires a UAE Pass login. The FTA's service page sets out the documents and fees.

Documents by test

  • 183-day test: Emirates ID, or a passport with an official entry and exit report.
  • 90-day test: Emirates ID and passport with an entry and exit report, plus proof of a job or business in the UAE or a permanent place of residence.
  • Primary residence test: Emirates ID and passport with an entry and exit report, proof of financial and personal interests in the UAE, proof of usual residence and, where relevant, proof of source of income.

For a certificate used under a specific tax treaty, the FTA also asks for proof of UAE income where relevant and any other evidence the treaty requires. A passport is always required for a treaty certificate.

Fees and timing

ItemFee
Application submissionAED 50, not refunded if rejected
Certificate for an individual without a corporate tax registration numberAED 1,000
Certificate for an individual with a corporate tax registration numberAED 500
Each hard copyAED 250

The FTA aims to issue the electronic certificate within ten business days of a complete application. A certificate covers one tax period or another 12-month period chosen by the applicant. It cannot cover a future period or more than 12 months.

What a UAE TRC does and does not do

A TRC shows that the UAE considers the person tax resident for the period covered. It is commonly used to claim reduced withholding tax under a treaty, to support a bank's tax residence records and to show a former country that the person has moved. Our guide to tax residency certificates explains how these documents are used more broadly.

A TRC does not decide whether another country still treats the person as its resident. That depends on the other country's domestic tests and, where a treaty applies, on the treaty tie-breaker rules. British expats, for example, still have to work through the UK's statutory residence test, as our article on whether tax-free Dubai is the only option for British expats discusses.

Other countries issue certificates under their own rules too. One option some nomads look at is Honduras tax residency through Próspera, which uses a flat $5,000 annual tax and certificates issued through the e-Próspera portal. Every certificate works only within its issuing country's framework, and leaving a previous tax system depends on that country's rules.

Frequently asked questions

Do freelancers pay income tax in the UAE?

There is no personal income tax. A freelancer whose business turnover exceeds AED 1 million in a calendar year falls within corporate tax, which charges 0% up to AED 375,000 of taxable income and 9% above that, subject to reliefs such as Small Business Relief.

How many days do I need in the UAE for a Tax Residency Certificate?

It depends on the test. The general threshold is 183 days in a 12-month period, but a resident visa holder with a permanent home or a job or business in the UAE can qualify with 90 days. A person whose primary residence and center of interests are in the UAE can qualify without a fixed day count.

How long does a UAE Tax Residency Certificate take?

The FTA states that it issues the electronic certificate within ten business days of receiving a complete application. Hard copies take about five more business days after payment.

Can I get a UAE TRC with a remote work visa?

The certificate depends on meeting a residency test, not on the visa type. A remote work visa is a valid UAE residence permit, so a holder who meets the 183-day test, or the 90-day test with the required links, may qualify.

Does a UAE TRC mean I owe no tax anywhere?

No. It confirms UAE residence only. Another country may still treat you as resident or tax income that comes from it, depending on its rules and any treaty with the UAE.
