Best Second Passports in 2026: How to Compare Your Options

The best second passport is not the one with the highest travel score. It is the one that adds what your first passport lacks, through a route you actually qualify for, at a cost and level of risk you can live with. A Canadian with Irish grandparents and a Nigerian entrepreneur with no European ties face completely different shortlists.

The strongest passports in the world, such as those of Singapore, Japan and most EU states, are generally not for sale. They come through birth, descent or years of residence. Passports that can be acquired through investment are faster, but they rank lower on travel access and in 2026 they face more political pressure than at any time in the past decade.

This guide sets out a way to compare second passports, shows current travel scores, and groups the main options by the goal they serve best.

Key takeaways

  • Start with the gap: a second passport is valuable for what it adds to your current one, not for its ranking alone.
  • Top-ranked passports, including EU passports, are usually reached through descent or naturalization, not investment.
  • Caribbean investment passports offer roughly 143 to 157 visa-free destinations, with official minimums from $200,000 to $250,000 as of October 2026.
  • Visa access can be withdrawn: Vanuatu lost EU visa-free travel, and Antigua and Barbuda and Dominica have faced partial US entry restrictions since 1 January 2026.
  • Check first whether your current country allows dual citizenship.

How to judge a second passport

A useful comparison looks at more than visa-free counts. These are the factors that tend to matter most:

  1. Added travel access. Count the destinations the new passport opens that your current one does not, and weigh them by where you actually go.
  2. Right to live and work. An EU passport gives the right to live and work across the EU. Most other passports give travel access only.
  3. Route and eligibility. Descent, naturalization, marriage and investment each have different requirements, costs and timelines.
  4. Stability of access. Investment passports in particular can lose visa waivers if the EU, UK or US changes policy.
  5. Obligations. Some citizenships bring tax filing, military service or reporting duties. The US taxes citizens on worldwide income wherever they live.
  6. Compatibility with your current citizenship. Some countries end your existing citizenship if you acquire another. Our list of countries that allow dual citizenship is a good first check.
  7. Family coverage. Some routes include spouses, children and parents; others only pass to future generations under strict rules.

The strongest passports for travel

The figures below come from Henley Passport Index ranking data as of October 2026. The score counts destinations reachable without a prior visa, including visa on arrival and electronic travel authorizations.

PassportVisa-free scoreMain route for a foreigner
Singapore193Naturalization (dual citizenship not allowed)
Japan188Naturalization (dual citizenship generally not allowed)
South Korea188Naturalization
United Arab Emirates188Discretionary grant only
Germany, Ireland, Italy, Spain186Descent or naturalization
Malta, Portugal185Naturalization (Malta's investor route was found contrary to EU law in 2025)
Hungary, Poland, United Kingdom184Descent or naturalization
Canada183Naturalization
United States180Naturalization
Chile174Naturalization
Brazil170Naturalization
Argentina169Naturalization

The pattern is clear. The passports at the top of the table reward ancestry and time, not money. Singapore and Japan also make little sense as second passports for most people, because they generally expect new citizens to give up other nationalities.

Investment passports compared

Investment citizenship programs grant nationality in exchange for a contribution or a qualifying investment, usually without a prior residence period. The table shows the travel scores from the same October 2026 data alongside published minimums.

PassportVisa-free scoreMinimum route as of October 2026Notes

Nauru83$90,000 contributionLimited-time price for applications filed by 31 December 2026
São Tomé and Príncipe59$90,000 donationProgram formally launched in October 2025

Minimums for St. Kitts and Nevis, Antigua and Barbuda, Grenada, Dominica, St. Lucia, Nauru and São Tomé and Príncipe come from official program sites, including the St. Kitts and Nevis Citizenship by Investment Unit, Grenada's Investment Migration Agency, Dominica's CBIU, Nauru's program office and São Tomé and Príncipe's program unit. Government fees, due diligence fees and agent fees come on top, and family applications cost more. Our article on the cheapest citizenship by investment programs breaks down full costs.

The best second passport by goal

For the widest travel and the right to live in Europe

An EU passport is in a class of its own because it combines a top-tier travel score with the right to live, work and study in all 27 member states. For most people, the realistic routes are descent or naturalization. Ireland, Italy, Poland and Hungary have the best-known ancestry routes, though Italy narrowed its rules sharply in 2025. Our overview of European citizenship by descent compares the main countries.

There is no longer a straightforward investment route to EU citizenship. In April 2025 the Court of Justice of the EU ruled that Malta's investor citizenship scheme was contrary to EU law, describing it as the commercialization of EU citizenship.

For speed through investment

The five Eastern Caribbean programs remain the most established fast route. They usually involve no residence before approval and processing measured in months rather than years. In 2024 the Eastern Caribbean programs agreed a common floor of $200,000 for any investment option, and in 2025 the five countries signed an agreement to create a regional regulator. Our guide to Caribbean citizenship by investment compares them in detail.

The trade-off is political risk. A December 2025 US proclamation placed partial entry restrictions on nationals of Antigua and Barbuda and Dominica from 1 January 2026, citing citizenship by investment without residency. In Europe, the EU's revised visa suspension mechanism now lists investor citizenship schemes as a possible ground for suspending visa-free travel, and Antigua and Barbuda's government has said the European Commission asked the five Caribbean states to phase out their programs. Our report on Caribbean CBI under EU pressure follows those talks.

For the lowest entry price

Nauru's official price for a principal applicant is $90,000 for applications filed by 31 December 2026, after a $25,000 reduction. São Tomé and Príncipe formally launched its program in October 2025, and its official site lists a $90,000 donation for a single applicant. Sierra Leone also runs an investment route, but its nationals have faced a full US entry suspension since January 2026. These passports open far fewer destinations than the Caribbean options, so their value depends on what the applicant's current passport lacks.

For access to China

Visa-free travel to China is rare among investment passports. In Henley's October 2026 data, both Grenada and Dominica list China as visa-free. Rules on short-term entry to China have changed several times in recent years, so travelers usually check the current position before booking.

For Latin American mobility

Citizens of Mercosur countries, such as Argentina, Brazil, Paraguay and Uruguay, can use the bloc's residence agreement to obtain residence in other member and associated states. These passports are reached through naturalization. Paraguay, for example, sets a three-year residence period in its constitution. Our guide to Paraguay citizenship explains who qualifies.

Risks that can change a passport's value

A passport's value is not fixed. Three things can change it after you acquire it:

  • Visa waivers can be withdrawn. The EU suspended visa-free travel for Vanuatu in 2022 and removed Vanuatu from its visa-exempt list in December 2024, citing its investor citizenship scheme. Holders who acquired the passport for European travel lost that benefit.
  • Entry restrictions can target specific nationalities. The 2026 US restrictions on Antigua and Barbuda and Dominica show that a major destination can limit visa issuance even where no visa waiver exists.
  • Citizenship can be reviewed. Most countries can revoke citizenship obtained through fraud or misrepresentation, and some investment programs have revoked passports. Our article on citizenship by investment revocation risk compares the rules.

For this reason, many people treat a second passport as one part of a wider plan, alongside a residence permit or a third option, rather than as a permanent solution on its own.

Frequently asked questions

Which second passport is easiest to get?

For people with qualifying ancestry, a descent route such as Ireland's Foreign Births Register is often the simplest. Without ancestry, investment programs are the fastest, while naturalization in countries with short residence periods, such as Paraguay or Argentina, takes longer but costs less.

Can you buy an EU passport in 2026?

Not through a standard program. Malta's investor route was found contrary to EU law in April 2025, and Cyprus closed its program in 2020. Some EU countries can still grant citizenship at their discretion for exceptional contributions, but these are case-by-case decisions, not open programs.

Which Caribbean passport is the strongest?

In October 2026 Henley data, St. Kitts and Nevis scores highest of the five, at 157 destinations, followed by Antigua and Barbuda at 154. Rankings shift as countries change visa policies, so the comparison is worth repeating close to any decision.

Does a second passport change my tax situation?

Usually not. Most countries tax based on residence, so a new passport has no direct tax effect unless you also move. The US is the main exception, as it taxes its citizens wherever they live.

Are investment passports safe from future visa changes?

No passport is certain to keep its current travel access. Investment passports have proved more exposed than others, because the EU and the US now look at investment programs when they review visa policy.
